Bring original and black and white scanned copies of the following for Exhibits for Afidavit bagi Borang 1:
1. NRIC (Front and back)
2. Birth Certificate
3. LLB Certificate
4. Legal Qualification:
a. UK Bar Certificate by Inn of Court or explanatory letter from your Bar Provider; or
b. CLP Certificate or unofficial certificate available the day after the results released; or
c. For Public Universities exempted from CLP, LLB Certificate or Surat Pengesahan Tamat Belajar.
Your pupil master must have at least 7 years of standing in active practice right before the pupillage begins, unless the Bar Council approves an exemption on special grounds (s.13(1), Legal Profession Act 1976).
Must read. Do not skip.
Use same address for all borang.
Fill them in using black gel pen in malay spelling and ALL CAPS. Do not use correction tape/liquid, use a new form if you make a mistake. Same applies to all Borang.

Note:
File these forms ASAP if u are sure u wanna stay in the firm no matter what, if u wanna see hows the teammates and firm first, then don’t file first, but honestly in a few days u cant see much, as the filing date of these forms marks the official commencement of your pupillage (9 months start counting from this filing date)
For overseas graduates, if the name on any of your certificates (LLB/ Bar) does not match the name on your NRIC and/or Birth Certificate, you will need to file Borang Akuan (Statutory Declaration to verify identity) to be filed together with Borang 1. Click and download Borang Akuan.
File Borang 1, 2, and Afidavit for Borang 1 on the same day.
1. Search your pupil master from the Malaysian Bar Legal Directory, Ctrl + P to print the page.
2. Ask an advocate and solicitor who is not your pupil master to certify as true copies all exhibits for Afidavit bagi Borang 1, except your pupil master info on Malaysian Bar website.
3. Borang 1 is generated by the e-filing system (“EFS”).
Note: When fill in the blank in EFS,
4. Click and download Borang 2.
5. Click and download Afidavit bagi Borang 1.
6. Fill them in using black gel pen in malay spelling and the requirements stated in the “Must read. Do not skip” section above.
7. Arrange Afidavit bagi Borang 1 in this order:
a. Afidavit bagi Borang 1
b. NRIC
c. Birth Certificate
d. LLB Cert
e. CLP/Bar Cert (if applicable)
f. Master’s details on website
7. Bring the Afidavit bagi Borang 1 and the exhibits to the Commissioner for Oaths (“COO”) for affirmation.
8. Scan and save your Borang 2 as PDF in A4 size (EFS rejects Letter size), Borang 2 is just 1 page.
9. Merge the affirmed Afidavit bagi Borang 1 followed by the exhibits as a single document as PDF in A4 size, following the order above.
10. Log in EFS using your firm’s log in details, generate Borang 1, and file the affirmed Borang 2 and Afidavit bagi Borang 1.
11. Click “Pemfailan Baharu” and fill in the blank.
12. For the signature on Borang 1, resize it to 470px (width) × 250px (height) using iLoveIMG Resize Tool.
13. Pay the filing fee RM[].
14. Download the sealed documents the next day (sealed means having the blue print on top of the first page of the doc; WA-18... is your petition number).
15. Serve them to 3 bodies:
a. Malaysian Bar: admissionstaff@malaysianbar.org.my
b. Selangor Bar: gunaalan@sgorbar.org / KL Bar: petition@klbar.org.my
c. Attorney General’s Chambers (“AGC”)
On AGC’s Portal, click “Penerimaan Masuk Sebagai PB/PC”.
Register using your personal email, not work email.
Upload sealed Borang 1, Borang 2, and Afidavit bagi Borang 1. Upload Afidavit bagi Borang 1 under “NOTIS PEMOHON/AFIDAVIT”, not “AFIDAVIT PENYAMPAIAN BORANG 1 DAN 2”.
Important: The portal interface may appear as if your submission is complete when you click Tambah, but actually you must click Hantar. Your upload is only successful once you receive an automated confirmation email immediately; without that email receipt, your submission did not go through.
That automatic email is their acknowledgement of receipt.

17. Click and download Afidavit Penyampaian bagi Borang 1, Afidavit bagi Borang 1, and 2.
18. Click and download Sijil Perakuan Ekshibit bagi Borang 1, Afidavit bagi Borang 1, and 2.
19. Bring Afidavit Penyampaian, Sijil Perakuan Ekshibit, and the 3 emails to COO for affirmation.
20. Upload the affirmed documents to EFS.
Note: file within 30 days after filing Borang 1, 2, and Afidavit. Otherwise, your Pupil Master have to go to court physically to rectify.
1. Click and download Borang 3. This copy reflects the new requirement under Circular No 233 2026. Do not use old format.
2. Click and download Borang 4.
3. Click and download Borang 5. For Borang 5, if the address you put on the top right is not KL address, u need to put “dan mendiami di” as per the example below, otherwise you will need to file Afidavit Pembetulan.
4. Fill them in, your pupil master signs Borang 4, you sign Borang 5, file them and pay on EFS.
5. Download the sealed documents the next day and serve them to 3 bodies:
a. Malaysian Bar: admissionstaff@malaysianbar.org.my
b. Selangor Bar: gunaalan@sgorbar.org / KL Bar: petition@klbar.org.my
c. AGC’s Portal
Log in your account
Click “Penerimaan Masuk Sebagai PB/PC” > “Semak Permohonan” > “Lihat” > “Tambah”.
Upload sealed Borang 3, 4, and 5 > Click “Hantar”.

Note:
Remember your Short Call date shown on the sealed Borang 3, you need to do something before and on that day, no one will remind you.
If you do your pupillage not in Kuala Lumpur or Selangor but refer to this guide, your Borang 3 must be filed in your State’s High Court.
Short call order grants you limited locus standi (right of audience) in court on behalf of your master or firm (s.36(2), Legal Profession Act 1976).
1. Obtain two (2) Letters of No Objection:
One by emailing Malaysian Bar (admissionstaff@malaysianbar.org.my); and
One from Selangor Bar (gunaalan@sgorbar.org) / KL Bar (petition@klbar.org.my).

Note:
Letters of No Objection are no longer required to be uploaded 2 weeks before your Short Call, but ensure you upload a few days prior to your Short Call. If there is no email reply, call Malaysian Bar (03 2050 2185) or KL Bar (03 2693 1440), whichever applicable.
Letter of No Objection from Malaysian Bar has background pattern that only shows when printed, if u file directly to EFS without print and scan, it wont go thru.
When you submit Letters of No Objection to EFS, remember to still click pay and let RM0 go thru, i didnt and my short call was delayed because my letters were not filed and approved on Short Call day.
2. Upload to EFS as two (2) separate documents, both conjuctively under “Surat Daripada Peguam” category.
3. On your Short Call date, on EFS, select the correct court and judge for you (refer Borang 3) under “A Track” category, check if you have been Short Called successfully. Ctrl + F your name upon clicking Search.
4. If EFS shows that you should proceed to file Draf Perintah, click and download Draf Perintah, fill in, save as PDF, file it to EFS, remember to click pay to let RM0 go through, otherwise it won't be submitted.
5. Officers usually take approx 1-4 working days to review the draft, download when available.
6. Amend the draft according to the comments given by the officer.
7. Merge the amended version with the draft perintah with the officer's comments together as 1 document.
8. File the merged document under “Perintah (Dalam Kamar)”, and pay RM[] on EFS.
9. On your Short Call day, if EFS shows that you cannot proceed to file Draf Perintah, because Letters of No Objection not uploaded or other reasons, rectify the mistake, note your new Short Call date will be shown at the search results as well, also note that the judge for your Short Call may be different, ie the judge may not be the same on your Borang 3.
10. The next day, download the sealed Perintah Dalam Kamar, serve it to AGC’s Portal, remember to click Hantar, Malaysian Bar (admissionstaff@malaysianbar.org.my), and Selangor Bar (gunaalan@sgorbar.org) / KL Bar (petition@klbar.org.my).

Note: Many missed this email. Take note of an email from petition@klbar.org.my which contains a document called “Usual Letter”, you MUST READ, many useful info inside, (1) Referees Form, (2) Particulars of Petitioners Form, (3) Pupil Registration Form, and (4) Master's Consent Form are in Usual Letter which you must fill in.
Legal aid is compulsory, 14 days, one day per week.

General free legal advice and assistance covering family, domestic violence, employment, consumer and criminal matters.
2. Yayasan Bantuan Guaman Kebangsaan (YBGK) 📍KL
Criminal legal aid from arrest through to appeal, including client interviews and court monitoring.
3. Syariah Clinic 📍KL
Free advice and representation involving Syariah civil and criminal matters.
4. Prison Programme 📍Kajang / Sungai Buloh / Puncak Alam
Legal assistance to remand detainees and juveniles, including bail, mitigation and contact with family or embassies.
5. Women’s Aid Organisation (WAO) 📍PJ
Focuses on women’s rights, domestic violence, family and employment matters, including assistance with police reports and protection orders.
6. Sister in Islam (SIS) 📍PJ
Focuses on women’s rights, equality, justice, freedom and legal reform within the framework of Islam.
7. All Women’s Action Society (AWAM) 📍PJ
Provides legal assistance on women’s issues, including family law, domestic violence, criminal and employment matters.
8. Malaysian Trades Union Congress (MTUC) 📍Subang Jaya
Focuses on employment and workers’ rights, including migrant and domestic workers.
9. UNHCR 📍KL
Assists refugees and asylum seekers, including detention, immigration and court-related matters.
10. SEED📍KL
Provides legal assistance to vulnerable and marginalised communities, including homeless persons and the transgender community.
11. Asylum Access 📍PJ
Focuses on legal assistance for vulnerable communities, including employment and other legal issues.
12. DHRRA 📍PJ
Works with stateless persons and marginalised communities, including protection, advocacy and access to services.
13. PKKUM 📍KL Chow Kit
Supports sex workers, focusing on legal assistance, health, welfare and advocacy.
14. SUHAKAM 📍KL
If you are interested in human rights, this is the most directly relevant programme, involving human rights complaints, monitoring, legal research and policy work.
15. Tenaganita Migrant Workers Clinic 📍PJ
Focuses on migrant workers’ rights, including employment disputes, detention, deportation and settlement negotiations.

Stage 1: Multiple Choice Questions

Stage 3: Mandatory In-Person Session
Note: To avoid delays in Long Call, start early and finish your essay by the 6th month of your pupillage.
2. After submitting the essay, result of whether you pass or not will be released in 1-2 months.
3. You will be scheduled for the in-person session.
4. Fill in the forms accordingly (available online on the Malaysian Bar Council website) and submit a physical copy to their office as well. [check]
5. Pay RM[] via payment link in email, you will receive your login account details.
6. The account is valid for 9 months only.
7. Upon passing, you will be required to attend a mandatory in-person session. During this session, you will receive the Ethics Certificate.
8. As you are at Bar Council, pay the Disciplinary Fund (RM200) at Level 5.
9. Upon paying the Disciplinary Fund, on Malaysian Bar Website, submit the RM200 receipt to pay the Instrument of Admission Fee (RM30).
10. E-filed both receipts under “Resit (Lembaga Tatatertib & Majlis Peguam)”.
1. You are required to collect at least 8 CPD points throughout your pupillage by attending seminars at Wisma Badan Peguam @ Leboh Pasar Besar or by attending CPD points-accredited seminars held in-house by your firm (Confirm with your firm if your firm's seminars are CPD point-accredited).
2. Seminars at Wisma Badan Peguam @ Leboh Pasar Besar are advertised on both the Malaysian Bar website and circulated through email by the KL Bar. Registration is usually RM30 for pupils.
3. Completing the ethics course grants you 4 CPD points. So you only need another 4 CPD points.
4. 1 Hour Seminar = 1 CPD Point
5. CPD points are usually credited about 2-4 weeks after the seminar.
6. You may check you CPD points by emailing cpd@malaysianbar.org.my.

Note: Arriving 15 minutes after the scheduled start time will no longer be eligible to collect CPD points, and the registration fee is non-refundable. You must be present throughout the seminar until the Q&A session ends.
1. Register an account on LPQB Portal, check your eligibility for exemption.
2. If ineligible, register for the BM exam on LPQB Portal.
3. If eligible, apply and pay RM150 + RM15 (optional for postage of the certificate).
Note: If you do not pay for postage, you need to collect in person during your working hours, LPQB is located in Bangsar, only opens during weekdays.
Note: To avoid delay to your long call, ensure everything below is in order.
Laporan Sulit
1. If you have not submitted the “Referees Form”, submit it immediately, see Usual Letter above. Thereafter, email KL Bar: petition@klbar.org.my, requesting them to send out the Laporan Sulit to both your referees ASAP.
2. If you have filled out the Referees Form but your Referees not yet received the Laporan Sulit from petition@klbar.org.my, request KL Bar to send out the report to both your referees ASAP. KL Bar will cc you in the email, if you have not received a copy, means they have not emailed.
3. Ensure both Referees named in the Referees Form revert the Laporan Sulit to KL Bar as to your good character.
4. Ensure KL Bar (petition@klbar.org.my) also received another form, called “Particulars of Petitioner Form”.
5. State Bar prepares Laporan Sulit and sends it to the Malaysian Bar, which then forwards it to High Court. Laporan Sulit can only be processed if you have:
Submitted Particulars of Petitioners Form to KL Bar;
Submitted Referees Form and the Report of Good Character from the two (2) named Referees to KL Bar; and
Attended the Introduction Session conducted by KL Bar.
6. Obtain and file Laporan Sulit at your earliest convenience to EFS.

CPD Points
7. Ensure you have at least 8 CPD points by emailing cpd@malaysianbar.org.my.
Email Malaysian Bar Near Pupillage End Date
8. Calculate your end date: Pupillage End Date = Start Date – 1 + Leave Taken.
9. If you took leave, your pupil master needs to sign a confirmation letter, which then needs to be emailed to Malaysian Bar.
Payments
10. Ensure you paid Disciplinary Fund (RM200) and Instrument Fee (RM30)(steps above).
Confirm who will be your mover with your master
11. It is the master’s obligation to arrange for an Advocate and Solicitor of more than 7 years’ standing to move his or her pupil’s Admission to the Bar. A master who robes his or her pupil must be in open court attire. Please refer to Rule 10.04 of the Bar Council 2008 Rulings.
Long Call Speech
12. You may start drafting your Long Call speech. Send the finalised version to your mover for review. A copy of the speech need not be forwarded to the court.

(ii) all papers in order
(iii) no objections from the three bodies
to pray that the petitioner be admitted and enrolled as an Advocate and Solicitor

13. Auto-generate Sijil Penampilan on EFS, this is Ekshibit H of Borang 6.
14. Clicking Simpan automatically downloads the sealed version, pay RM[] for it.
Note: File Borang 6, 7 ,8, Sijil Pengesahan Dokumen, and Notis Perbicaraan on the same day.

E-Filing
13. File Borang 6, 7, 8, Sijil Pengesahan Dokumen, and Notis Perbicaraan to EFS.
14. Within 7 Days of e-filing Borang 6, Sijil Pengesahan Dokumen and Notis Perbicaraan, attend court with your original copies of all 9 exhibits in Borang 6 to be verified.
15. Download Sijil Pengesahan Dokumen and Notis Perbicaraan from EFS when available.
18. Your Long Call date will be stated in Notis Perbicaraan. Check further details about your Long Call on EFS.
19. Serve the sealed version of the following to AGC’s Portal:
a. Borang 6,
b. Borang 7 (with your IC scan copy)
c. Borang 8 (with Ethics Cert, BM Exemption/Pass Cert, Sealed Sijil Penampilan),
